Penelitian di lakukan karena dilatar belakangi penerapan e-Government di instansi Pemerintahan, dengan adanya sebuah Sistem Informasi di Instansi pemerintahan dianggap mampu melakukan perubahan pola birokrasi dan pelayanan kepada masyarakat. Oleh karena latar belakang tersebut menjadi lebih menarik sejauh mana implementasi kebijakan e-government di terapkan di Pemerintahan.

Teori yang dipergunakan adalah Implementing Policy yang dikemukan oleh Edward III dalam buku Implementing Public Policy. Berdasarkan teori tersebut untuk mencapai implementasi kebijakan dilihat dari Communication, Resources, Dispositions, dan Bureaucratic Structure. Metode yang digunakan dalam penelitian ini, yaitu metode penelitian deskriptif. Teknik pengumpulan data dilakukan dengan studi pustaka dan studi lapangan (observasi non partisipan dan wawancara). Teknik penentuan informan menggunakan teknik purposive untuk aparatur RSJP JABAR dan masyarakat menggunakan teknik accidental.

Berdasarkan hasil penelitian, Communication dalam kebijakan e-Government melalui Billing System sangat baik, Resources dalam kebijakan e-Government melalui Billing System di loket pembayaran RSJP Jawa Barat cukup, Dispositions dalam Implementasi Kebijakan e-Government melalui Billing System di loket pembayaran RSJP Jawa Barat dapat dikatakan sangat baik dan Bureaucratic Structure dalam Implementasi Kebijakan e-Government melalui Billing System di loket pembayaran RSJP Jawa Barat sudah dapat dikatakan sangat baik.

Implemetasi Kebijakan Billing System di Loket Pembayaran RSJP Jawa Barat sangat baik. Karena, membantu proses pelayanan kepada masyarakat yang lebih efektif dan efisien dan membantu kinerja aparatur dalam pekerjaan, masalah-masalah yang sering terjadi dari Billing System harus diperbaiki. Misalnya dalam jaringan yang bagus serta perangkat Harware atau Software yang baik pula serta sumber daya manusia yang berkompeten dalam pengaplikasian Billing System

Description Alternative :

This research is done because of implementation e-Government in Government institutions. By way of the existence of an Information System in Institutions of government, they are considered able to make changes in the pattern of bureaucracy and public service. Therefore, it becomes more interesting that we can see how far e-government implementation policy be implemented in the Government.

The author uses Implementing Policy theory by Edward III in the book Implementing Public Policy. Based on the theory, in order to achieve the implementation policy, we can see that through Communication, Resources, Dispositions, and Bureaucratic Structure. Furthermore, the method author used in this study is descriptive research methods. Data was collected by library research and field study (non participant observation and interviews). The technique to determine informant is purposive technique, while as for the West Java RSJP apparatus and communities are using accidental technique.

Based on this research result, Communication in e-Government policy through the Billing System is very good, Resources in e-Government policy through the Billing System in West Java RSJP checkouts is good enough, Dispositions in the e-Government implementation policy via Billing System in West Java RSJP checkouts can be said very good and Bureaucratic Structure in e-Government Implementation Policy via Billing System in West Java RSJP checkouts is already said very good.

Billing System Policy Implementation at West Java RSJP Payment Counters should be better. It’s caused of helping the process of service to people more effectively and helping apparatus job performance, thus the problems that often occur on these systems must be fixed. As a result, I come to the conclusion that all of that can be fixed by good networking, good hardware devices and competent human resources as well for running Billing System.
