Kualitas pelayanan Dinas Pendapatan Kota Bandung dalam meningkatkan perolehan pajak daerah melalui sistem informasi pajak. Penelitian ini dilakukan karena dilatarbelakangi oleh adanya beberapa masalah yang sering dirasakan oleh masyarakat dalam permohonan pelayanan pajak, diantaranya mekanisme pelayanan yang berbelit-belit, lambat, serta pungutan biaya diluar ketetapan yang berlaku. Oleh sebab itu penelitian ini difokuskan pada bagaimana peran Dinas Pendapatan Kota Bandung dalam meningkatkan kualitas pelayanan khususnya mengenai pelayanan pajak.

Teori yang di gunakan dalam penelitian ini adalah teori kualitas pelayanan (prinsip total quality service’). Teori tersebut di kemukakan oleh Fandy Tjiptono dala bukunya Prinsip-Prinsip Total Quality Service. Berdasarkan teori tersebut ada empat prinsip dalam mengukur kualitas pelayanan yaitu strategi, sistem organisasi, budaya organisasi, dan tujuan keseluruhan.

Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data menggunakan studi pustaka, observasi non partisipan dan wawancara. Informan dalam penelitian ini adalah aparatur Dinas pendapatan Kota Bandung dan masyarakat wajib pajak dengan menggunakan teknik Purposive.

Hasil penelitian menunjukkan bahwa kualitas pelayanan Dinas Pendapatan Kota Bandung dalam meningkatkan perolehan pajak daerah melalui sistem informasi pajak, secara keseluruhan menunjukkan baik. Hal ini berarti masyarakat menilai bahwa pelayanan pajak di Dinas Pendapatan Kota Bandung sudah berjalan sesuai dengan strategi yang di terapkan. Sistem organisasi yang ada sudah tepat dalam pembagian organisasi nya. budaya organisasi yang ada sudah berajalan dengan baik. dan tujuan keseluruhan dari pelayanan yang di berikan oleh Dispenda Kota Bandung sudah memenuhi sasaran dan memberikan hasil yang maksimal.

Description Alternative :

The service quality of Bandung revenue department (DISPENDA) in increasing local taxes acquisition through tax information system. This research is conducted based on several obstacles which oftentimes felt by the people in tax service proposal. Among others things are complicated service mechanism, slow-moving, and the fee collection outside a valid constancy. Therefore this research is focused to how the role of Bandung Revenue Department is, in increasing the service quality, especially about the tax service.

The theory used in this research is the quality service theory or equals to 'total principle of quality service' from Fandy Tjiptono, which has four principles in measures the quality of service. They are strategy, system, organization culture, and entire objectives. Research method used is descriptive method with qualitative approaching. Now the data collection technique is through book study,

field observation, and by having interviews. The informant of this research is the apparatus of Bandung Revenue Department, and common taxpayers.

The result of the research shows that the services quality of Bandung Revenue Department in increasing local taxes acquisition through tax information system, thoroughly based on 'total principle of quality service' is quite good. It means people regard that the quality of tax service in Bandung Revenue Department has been going appropriately with the implemented strategy, exist system, good organization culture among the apparatus, and the entire objectives of the service given by Bandung Revenue Department.

The result of research indicate that the service quality of Bandung revenue department in increasing local taxes acquisition through tax information system indicated a good result. In that mean public can evaluate that tax service in Bandung revenue department has been proceeding according to the strategy that applied. Organization culture that all ready exist also has been proceed well, and the whole cause of service that give by the Bandung revenue department all ready qualified the target and give the maximum result.
