The English Basic Course Outline states that teaching English as a foreign language covers the teaching of four skills; i.e. listening, speaking, reading, and writing, whereas its objectives is to make the students be able to comprehend English textbook when they continue their study at universities or other higher education institutions. However, they should have sufficient knowledge of vocabulary to read an English textbook. Paulston and Bruder (1976) indicate that what most interferes the students' reading is their poor vocabulary mastery. They state further that students have told the truth if they had complained about not knowing enough vocabulary items or not being taught enough words. This is due to the fact that in teaching learning process of English, especially in Indonesia, too much time and effort are spent on the teaching of structure and reading comprehension and very little time is spent on teaching vocabulary.

It indicates that the English teaching of secondary school throughout Indonesia is far from successful. A study conducted by Subiyanti (in Purba, 1990:3) proved that graduates of Senior High School in Indonesia have passive vocabulary ranging only from 200 to 1,000. In fact, the 1994 English Basic Course Outline prescribes a mastery of approximately 1,000 words for the students of Junior High School and 2,500 words for students of Natural and Social program and 3,000 words for those of language program of Senior High School.

By realizing this fact, it is worth to introduce English to the early ages that is Elementary School students. In accordance with this, the Ministerial Decree No.060/U/1993 states that English can be started to the fourth year students of Elementary School as a local content subject. The application of teaching learning process entirely depends on the school's policy. The aim of this English program at elementary school is to enable the students to comprehend oral and written simple English expression.

An English teacher plays an important role because she/he is the most influential person in the classroom. She/he has to create a desirable classroom climate to plan a variety of learning activities to use materials effectively. Therefore, She/he has to be able to apply various techniques in teaching English because the students at the elementary school like to learn something by doing. In this case, using appropriate and interesting instructional media and new techniques of teaching vocabulary is required.

This study investigates the use of puzzles as a technique of teaching vocabulary at the fifth grade of Elementary school students. A consideration is made in choosing this technique due to the nature of children who like playing games and puzzles; this is a way to attract children's interest in studying English vocabulary. While playing games and puzzle, they are also studying new English vocabularies.
